Malta’s Ship Registry: The Numbers Behind the Largest in Europe

In 1973, Malta’s ship registry had 27 vessels. By Q1 2025, the main register crossed 10,000 for the first time. By November, the fleet sat at approximately 89 million gross tonnes, 3.2 per cent up on the previous year. Sixth globally. First in the European Union. And growing.

The yacht figures are sharper still. Over 20,000 yachts carry the Maltese flag across all categories, including more than 850 superyachts above 24 metres. That makes Malta the world’s largest superyacht registry by vessel count, roughly 9 per cent of the global fleet.

These are registry figures, not projections. They raise a fair question: what is driving them?

Not price

Malta’s registration and annual fees are published in a clear schedule. The Marshall Islands costs less. So does the BVI. Owners choosing Malta are not chasing the lowest fee. They are paying for something the cheaper registries cannot offer.

EU membership is the foundation. A Maltese flag grants the vessel a legal footing in EU waters that non-EU flags cannot replicate: for customs clearance, for chartering, for port access, for importation. This is not a soft benefit. For any yacht operating in the Mediterranean, it is the operating system.

Flag reputation compounds the advantage. Malta achieved all-green performance across every one of the 19 criteria in the ICS 2025–2026 Flag State Performance Table. White List status on both the Paris and Tokyo MoUs. Fewer inspections. Faster clearance. The administrative friction that plagues weaker flags simply does not apply.

The infrastructure underneath

The registry itself operates 24 hours a day, every day. Provisional registration closes within 48 hours. From June 2025, all statutory certificates are issued electronically, with QR verification, delivered by email. The bureaucratic cost of maintaining the flag has dropped.

The legal framework keeps pace. The January 2025 amendments to the Merchant Shipping Act introduced the Finance Charter Instrument (Malta is the first EU jurisdiction to register financier interests directly against a vessel in lease transactions), extended construction mortgage terms, and enabled cross-border mortgage recognition. These are tools that make transactions faster and lending positions more secure.

On the fiscal side, Malta offers two mechanisms that most competing registries do not have at all: a VAT leasing framework that adjusts the taxable base according to documented time outside EU waters, and a corporate tax consolidation system (the Fiscal Unit) that delivers an effective 5 per cent rate without the delays of the traditional refund process.

No crew nationality restrictions. No sale or mortgage restrictions. No trading restrictions. The Malta flag does not come with conditions that limit how the vessel is operated.

What the numbers do not tell you

Registry scale is an indicator. It is not a guarantee. Twenty thousand yachts are registered in Malta. Not all of them are structured to take full advantage of what the jurisdiction offers.

A yacht registered through the wrong corporate vehicle, under the wrong registration type, or without proper VAT planning pays for the flag but misses the framework. The difference between a well-structured Malta registration and a poorly considered one is not a rounding error. It is the gap between a jurisdiction working for the owner and an owner paying for a name on the stern.

The numbers show that Malta works. The structure determines whether it works for you.
